The experience of decentralization in Chile: Progress and challenges for development at a local scale.

This paper analyzes the experience of decentralization in Chile examining its different stages, elements and actions taken, their effectiveness and outstanding issues. It also summarizes the specific problems of Chile, using a new perspective from the theory of Human Scale Development proposed by Max Neef (1993). We discuss about the paradigm shift at the political and economic levels, necessary to achieve a sustainable development process at the local level. Following this guideline, we propose some measures to reverse the prevailing centralism that caracterizes Chilean politics. We conclude that there is a need for new forms of relationships between the community and government organizations, to generate actions that meet the needs of citizens.References
